Thurston County couple charged with attempted kidnapping, attempted child molestation, and more after PCSO arrest

Pierce County Sheriff’s Office has arrested a Yelm couple, with both defendants being accused of conspiring to kidnap a child, create and share child sexual abuse material and plan sexual offenses against minors.

During the morning hours of Thursday, Nov. 13, detectives from the agency’s Internet Crimes Against Children unit arrested a man and a woman for planning to abduct a child and use them in child sex trafficking crimes.

A 28-year-old female, later identified as Hailey Rose Davidson in court records on Monday, Nov. 17, was arrested at the 12000 block of Steele Street South in Tacoma. A 28-year-old male, also identified as William James Moore II on Monday, Nov. 17, was arrested at the 8800 block of Wilkensen Road Southeast in Yelm.

According to PCSO, there was evidence that showed the couple was planning and plotting to kidnap a child. Both Davidson and Moore were booked into Pierce County Jail, and face charges of attempted kidnapping in the first degree, attempted child molestation in the first degree and nine counts of possession of depictions of minors engaged in sexually explicit conduct in the first degree.




Davidson and Moore are being held on $2.5 million bail in Pierce County.

According to court documents, the case opened up when the National Center for Missing and Exploited Children sent a cybertip to investigators reporting there were hundreds of illegal child sex abuse image uploads to Google between 2024 and 2025. Detectives traced uploads to a shared Google account — used by Davidson and Moore. This discovery led investigators to the couple’s home in Yelm.
Court documents added that investigators found handwritten notes that outlined a plan to kidnap a child and keep the victim hidden in a storage container. Davidson, speaking with investigators, allegedly claimed that Moore was stalking two families with young children and had talked about kidnapping them.

The documents also claim the couple took a road trip to Wisconsin, roughly two years ago, while attempting to locate one of the families that Moore was “obsessed with.”
